Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of contrasting events captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are issued from different nations. Significant resources is expended on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a capability enabled by current data. From observation points, defense planes that had been dispatched to intercept incoming cruise missiles roared overhead – sophisticated military planes provided to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, probably supplied through partner states. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly transforms into resigned acknowledgment: possibly the approaching threat won't hit its mark this time, preventing destruction from devastation and additional electricity failures.
Ongoing Risks
Soon after, a automatic firearm fired at a unmanned aircraft in the vicinity, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it continued its flight toward its target.
With pauses, this persisted until dawn. Kyiv faced the daybreak reports: seven people killed, damage and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a need that European nations are demonstrably unable to replace in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from US administration provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new initiative from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, certainly, continue.
Political Considerations
It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington works based on a principle understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House presumes that it is unrealistic to compel Moscow to abandon the land that it already controls in Ukraine's occupied territories.
The problem is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through words or deeds, from believing that the current condition will not change more in its favour in the coming year.
Opposing Positions
Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's government remains supremely confident in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but averting a total frontline collapse until situations evolve in its advantage.
Current Realities
Realistically, there are no real preconditions for a truce. Now, subjective factors are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will change their overall approach.
These opposing factors are driving the talks.
Summary and Prospects
It took a only one week to eliminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on continued Western support.
